Can a New eBay Store Use a 3PL for Auction Listings?

I registered a business account on eBay. I don’t have overseas warehouse permission yet, no account manager assigned, and I haven’t made any sales. I’m currently gathering documents for business account verification.

Can I start auction-style listings with this new store? If I do, can I fulfill from a third-party overseas warehouse (not an eBay-certified one), or do I have to ship from China? I have some inventory in a 3PL warehouse in Germany.

Does eBay let both buyer and seller accounts run auctions? Or only seller accounts?

I’ve seen conflicting info — some say new stores must use eBay’s official integrated shipping (SpeedPAK), others say you can use your own carrier. Which one is right?

I’m coming from Amazon, so eBay is new to me. Any help would be appreciated.

One thing a lot of new sellers miss: you need to complete the business account verification before listing anything. If you list before that, you might lose the ability to upgrade to a business account. The process usually goes through an eBay account manager — they’ll give you a checklist (address verification, business documents, etc.). Do that first, then start listing.

If you don’t have overseas warehouse permission, your item location will only show China. You won’t be able to list items as shipping from the US, UK, or Germany. The platform checks this. Even if you try to manually enter a different location, it won’t stick. Your best bet is to work with an account manager to get approved for overseas warehouse use — but that usually requires sales history first.

We tried using a non-certified overseas warehouse after getting permission. Lasted about a month before we got hit with performance limits. The platform is strict on logistics metrics for non-certified warehouses. Stick to certified ones if you can, or just use the official integrated shipping from China until you have enough history to qualify.

New accounts have very limited listing quotas. Even if you have the quota, certain categories are restricted for new sellers. Also, if you’ve already listed anything before completing the business account registration, you may not be able to convert to a business account later. The whole onboarding process is meant to go through an account manager. You shouldn’t do anything before that.

You can’t use a third-party overseas warehouse without eBay’s “overseas warehouse” permission. Even if you get that permission, in the first year you’re generally required to use eBay’s certified warehouses. Using a non-certified warehouse can lead to performance violations. Without permission, your item location will default to China, and you’ll have to use eBay’s official integrated shipping service (SpeedPAK). There’s really no way around this for new accounts.
